Commercial Assistant Job

POSITION: Commercial Assistant OPENING DATE: 6th May, 2013 CLOSING DATE:  20th May, 2013 WORK HOURS: Full-time The Embassy of Kenya in Paris, France Republic is seeking an individual for the full-time position of Commercial Assistant — Secretary in the Foreign Commercial Section.
BASIC FUNCTION OF POSITION
· The incumbent serves in the Economic and Commercial Affairs (ECA) Section, performing a wide array of functions in order to ensure the effective promotion of Kenya exports and the advancement of (ECA) participation in the Mission Strategic Plan.
· Assists Mission staff in planning, organizing and implementing trade missions, individual company visits, trade facilitation and matchmaking projects, and smaller scale market research projects.
· Has primary responsibility for making business appointments for visiting trade mission participants and individual company business schedules.
· Using market information and initial industry contacts provided by supervisors, identifies and contacts appropriate decision-makers in local companies with the goal of making business matches for Kenyan firms.
· For trade missions, prepares information kits for event participants and assists Kenya and host country representatives at meeting sites.
JOB DESCRIPTION
i. The Commercial Assistant is primarily responsible for providing people, businesses and institutions with information and identifying their information needs.

ii. The Commercial Assistant takes decisions on the information to be provided, requests to experts to provide additional information, and proposals for improving communication with people, businesses and institutions.

iii. The Commercial Assistant has a good insight in local economic-administrative relationships. He/she will initiate, maintain and exploit contacts necessary for the tasks assigned.

iv. The work of the Commercial Assistant is carried out in accordance with broadly formulated assignments. To a large extent the employee makes his/her own choices and decisions about approach and way of working.

TASKS
i. Match Kenyan strengths with French demand in economic and commercial priority areas.
ii. Facilitate and initiate new activities in the priority areas of bilateral cooperation (Export Promotion, Technology Transfer and Research and development, Investment Attraction, Fairs and Exhibitions, Education and Cultural cooperation, Corporate Social Responsibility, and Multilateral Organizations) based on:
iii. (Co-) organizing events such as policy exchanges, round tables and seminars;
iv. Maintaining and expanding a network in France to act as a liaison between Kenyan and French business, government and research organizations;
v. Analyze trade and commercial developments, such as:
a. Import and export trends;
b. Local financial forecasts, publications and statistics concerning future requirements;
c. Kenya export capabilities in relation to local market requirements;
vi. Alert Kenya staff to business possibilities, opportunities and developments in the relevant sectors through perusal of French language media;
vii. Compile sector studies relating to Kenya trade with France by monitoring official records, trade publications, periodicals and newspapers in order to maintain a current awareness of local, regional and Kenya trade conditions;
viii. Prepare replies to inquiries from Kenya and local companies by identifying and recommending market opportunities, and identifying prospective representatives and agents for the Kenya;
ix. Facilitate interaction and communication between Kenya and France
x. Accompany Kenyan official and business delegations to France, including the organization of matchmaking, exhibitions;
xi. Organize meetings of Embassy staff with governmental (central, provincial, municipal) authorities.
xii. Arrange logistics;
xiii. Translate documents and correspondence;
xiv. Interpret in meetings of Embassy staff and Kenyan delegations with French
officials and businessmen.
xv. Draft meeting reports;
xvi. Set up and maintain a local network; maintain contact with (local) authorities, professional trade organizations and companies for data collection, preparation and execution of projects and trade missions.

WORKING ENVIRONMENT
The Embassy of the Republic of the Kenya in Paris strives to maintain the diplomatic relations between the Republic of France and Kenya in order to strengthen the international position in the relevant policy areas through establishing and enhancing economic development linkages, and to promote and support commerce and bilateral/multilateral cooperation.

The Economic and Commercial Affairs Section of the Embassy consists of diplomatic staff, Kenyan and French local officers. The areas covered by the Commercial/Economic Section are:
i. General commercial and economic affairs;
ii. Export Promotion;
iii. Technology Transfer and Research and development;
iv. Foreign Investment to Kenya;
v. Education and Cultural cooperation, and;
vi. Diaspora Affairs

JOB REQUIREMENTS:
Educational Qualifications: University degree (or equivalent);
Language Proficiency: Excellent oral and written command of French and English (Language proficiency will be tested);
Flexibility: Willingness to travel within France;
Prior Work Experience: one to two years of progressively responsible experience in business, government, or NGOs in the fields of marketing, trade promotion, economics, international trade or similar field is required. Government to Government experience is recommended;
Job Knowledge: A good basic knowledge of local business firms, trade practices, restrictions organizations and customs; of marketing and sales techniques, and of internal reporting requirements, operating procedures and regulations. Knowledge of the supply chain channels is important; (Becoming) familiar with Kenyan sector/trade policy;
Skills and Abilities: Ability to meet and serve representatives of Kenya and host country commercial and business firms and other key personnel with tact and efficiency; skill in word processing and data manipulation (e.g. promotional campaigns, mailing lists, key contact lists); basic research and analytical skills; basic writing skills (e.g. responses to business inquiries, market insights). Necessary computer skills are Windows, Word, PowerPoint, and Excel.

The ideal candidate is familiar with local business methods and practices and with local market conditions. He or she should have an excellent oral and written command of French and English, and should be able to interpret in high level and technical negotiations. The successful candidate is an effective networker, able to independently establish contacts with government agencies and has excellent communicative skills. Within the ECA Section and the Mission, the candidate is expected to demonstrate initiative and be a team player.

CONDITIONS OF EMPLOYMENT
The employee will be employed the Government of Kenya who will be the formal employer;
It is a fixed term contract for the duration of two years, which can be renewed when the candidate has proven his /her performance, is satisfactory, and;
An obligation of best intents for at least one year is required from the employee.

SELECTION PROCEDURE
The selection procedure consists of an interview, a proficiency test (of which the interested individual will be informed after the first round) and a reference check.
